21.IV.1941 – Mi 9-23 – Second Provisional Issue 

Just nine days after the publication of the first provisional issue, a second issue had to be put on the counters, as the overprint plate for Mi. Nos. 1-8 was not suitable for larger print runs.
Overprints were made on Yugoslavian stamps Mi 393-407 on a whole sheet of 100 stamps by the State Printing Office in Zagreb.

Perforations

Perforation is 12 1/2 on all stamps but perforation of 10 3/4 exist on stamps of 30 din and is very rare, only 10-20 pieces.

Overprint plate flaws

There are many plate flaws in the overprints and most attractive are:

First square in the coat-of-arms is white instead of black – Exist on the stamps of 0,50 din, 1 din and 3 din.

Circle between letters “E” and “D” – Exist on a stamps of 0,25 din, 0.50 din, 1 din,1,50 din, 4 din, 5 din, 6 din, 8 din and 30 din.

Retouched circle – Exist on all stamps of this issue

Damaged D in DRŽAVA – on some values, not all

Missing overprint in the lowest row on the sheet exists on values of 0,50 din, 1 din and 1,50 din.

Overprint errors

Double overprints exist on stamps of 0,25 din,1 din, 1.50 din, 3 din, 5 din, 5,50 din, 6 din, 8 din, 12 din and 16 din. Double overprints with one one blind also exist on several values.

Inverted overprint exist on stamps 0,25 din, 0,50 din, 1 din, 1,50 din, 5 din, 5,50 din, 6 din, 8 din, 12 din and 16 din.

Similar to the first provisional issue, there are also many errors in printing with moved overprint or due to accidental folding of a a corner or the sheet edge during feeding it into the printing press.

Plate numbers exist on the following stamps:
