These stamps were issued because the war resulted in a chronic shortage of funds in the state treasury, and the state wanted to get more funds with obligated stamps for all domestic postage use in addition to the normal postage. It was induced three times until the end of the war. If those stamps weren’t used for the postage, they could be charged to the recipient or returned to the sender.
Stamps are printed in sheets of 100 stamps.

Because of the constant rise of the postal tax rates, additional issues in values of 30 and 60 kn were planned, but the war ended before that. However, the stamp of 60 kn was eventually printed but in minor quantity.

Minister albums
Three different Minister albums were produced for this stamp set. One with only stamps Mi Z3-Z4, the second with stamps Mi Z5-Z7, and the last with all stamps from the set and also the unissued 60 kn stamp.
In the Minister albums could be find imperforated, only vertically and horizontally sheets, and color proofs. Stamp with 60 kn value exist in Minister albums only perforated and vertically imperforated.
