This issue was made on the private initiative of some officers of the German Wehrmacht, which occupied the island in January 1944. They went to Dubrovnik and made an overprint on old Yugoslavian stamps that came from Postal archives in Cetinje, Montenegro.

Some of these stamps were sold at the local Post office in Nerežišče on the Island of Brač, and a few letters were sent to Dubrovnik.
