The economic conditions due to the war were bad in year 1944. The state needs more finance to support the government’s postal and railway workers and decided to issue a few semi-postal sets to provide that.

Phase proofs from the Minister album
Minister album
Minister albums were issued and consist of imperforated sheets, only vertically and horizontally perforated sheets, and six phase proofs for each value.
Imperforated proofs in different colors on a shiny art paper also exist.
