These stamps are issued to honor the 3rd anniversary of the founding of the state, about 5 weeks late in relation to the reason for issue. This is a special series of three stamps with a surcharge for the benefit of the Ustaša youth.
These stamps were also intended to honor the Black Legion, which initially took over border guard duties along the Drina River and was later primarily deployed in anti-partisan operations.
Stamps are printed in imperforated sheets of 20 stamps.

Gift booklet
A small gift booklet (folded booklet) of this issue also exists, produced in a run of 1,000 copies and distributed to the German troops who had fought alongside the Black Legion. The booklet was made of brown cardstock and bound with a cord. The contents consisted of three miniature sheets (Mi 158-160), which were placed in parchment envelopes.
