With the same goal as the previous issue, to get more finance for state purposes, this set was issued for the benefit of the war-wounded members of the Croatian army.

Small sheets
Stamps were issued in small sheets of eight stamps plus one pendant in the middle of the sheet.

Minister albums
Minister albums were issued and consist of imperforated sheets, only vertically and horizontally perforated sheets and six phase proofs for each value.
